When to report ?
According to ICAC, "Corrupt conduct is deliberate or intentional wrongdoing, not negligence or a mistake.
While it can take many forms, corrupt conduct occurs when:

a public official uses, or tries to use, the knowledge, power or resources of their position for personal gain or the advantage of others

a public official acts dishonestly or unfairly, or breaches public trust

a member of the public influences, or tries to influence, a public official to use his or her position in a way that is dishonest, biased or breaches public trust."*
What about blackmail ?
Well many thousands of parents are in fact blackmailed by child protection workers, not only in NSW, but internationally also. For starters, having a client sign a Care Plan they don't want to, and, if the children are not in the parents custody, that is BLACKMAIL. In fact, it's called Blackmail with Menaces.
What can ICAC actually do ?
"The proposed Independent Commission Against Corruption will not have power to conduct prosecutions for criminal offences or disciplinary offences, or to take action to dismiss public officials. Where the commission reaches the conclusion that corrupt conduct has occurred, it will forward its conclusion and evidence to the Director of Public Prosecutions, department head, a Minister or whoever is the appropriate person to consider action. In doing so the commission can make recommendations. The person to whom the matter is referred is not required to follow the recommendation."
What does this mean ?
ICAC does not have the power to do anything, it has no more power than we do at the Australian Legislative Ethics Commission, because we too can write recommendations but that doesn't mean anything is going to happen or any corruption is going to be addressed. Summing it up ICAC doesn't do squat - so don't waste your time.
