The invisible foster care system

The "Parenting agreement" is in fact, a "Childcare Agreement / Voluntary Foster Care Contract", and is not really a Voluntary Agreement if it can be forfeited by court orders.

The Department of Community Services outsourced the Out of Home Care contracts to the Department of Education and Communities. The Department of Education and Communities represent and regulate all childcare providers.

Communities which is a part of the Department of Education Communities also known as Family and Children Services provide support through programs and childcare contracted by the Department of Community services formerly known as Social services (DOCS/DHS).

The Department of Education and Communities broker the "In-Home Care Foster Care Model" to Family and Children Services; meaning the Non-Government agencies who hold the Out of home care contracts and the childcare providers who have service approval to provide residential foster care on behalf of Department of Community services.

These service providers should be informing client's of their legal rights and exactly what service they are really providing to client's on their behalf.

This (their) duty of care this is clearly not happening, as there is no accountability or transparency in the child protection system or Non-Government services.

The Department of Community Services deny all responsibility that they have originally contracted In-Home Care foster care providers.

This is one of the main reasons why the government privatised and outsourced foster care - so you never see the face of Docs, and you have no idea they have contracted the service provider on your behalf.

If you are unfortunate enough to discover you have signed your child away through a childcare/ voluntary foster care agreement, it is virtually impossible to find someone to complain to.

Organisations and legal services, even the Ombudsman, deny all responsibility of knowing what is going on. It is very cloak and dagger you can't fight and beat a system you can't see.

Foster care is now invisible!!

If Department of Community Services can deem your child eligible for care and protection orders, how can it be considered voluntary if you have no idea what the contract is and what it represents?

The contract you are signing is originally with the Department of Community Services not the multiple service providers who have passed the contract down the line to you.

The Department of Community Services never reveal to parents there children are already in the care of the Department even when they come to your house for assessments, during your court process it is never mentioned your child was already in there care even before you enter the court room. No accountability and no transparency.

Foster care is now also delivered through Home Based foster care, brokered through childcare providers, delivered by non-government services, from short-term care to permanent care.

Creating billions of dollars for the child protection industry and saving the government millions!!
