"Pru and her plans"

At the risk of boring everyone to tears, let’s look at Pru and her mates:

-A NSW Liberals & Nationals Government will significantly reform child protection services in NSW to better protect our most vulnerable children, Shadow Minister for Community Services Pru Goward said today.

Did she now, mighty white of her.

-At over 16,000, NSW has the greatest number of children in out-of-home care (OOHC) in the nation with our rate of removal more than twice that of Victoria," Ms Goward said.

What’s her point?

-"This figure is horrifying given the Wood Special Commission of Inquiry into Child Protection Services in NSW found children entering OOHC have poorer outcomes than the average child or young person," she said.

Yes they do but we already knew that.

-"We are determined to improve these children's life circumstances through early intervention to prevent children having to go into care," Ms Goward said.

Yep I like this one as a simple statement. Heard many other people say the exact same thing.

-"The NSW Government's own Community Services report supports our proposal stating, 'Work is underway to develop service models that aim to prevent placement of children and young people in OOHC by strengthening safety and family functioning in the home'.

Who was it that started this work on its way?

-"However, words are not enough and the NSW Liberals & Nationals are prepared to act where NSW Labor has failed over 16 years.

I suspect it is really a few hundred years so hardly all words can be placed at the feet of Labor.

-"The Keneally Labor Government's own annual report on responses to child protection agrees, 'Evidence has revealed that children and young people in OOHC have higher rates of physical, developmental, and emotional health problems than children and young people in the general Australian community' yet Labor is not prepared to do anything about it.

No they didn’t do bugger all but that doesn’t mean anyone sane is going to go leaping to the conclusion that you will.

-"Linda Burney's hysterical claims about cost saving measures are wrong. The fact is that in 2009 Labor commissioned an external review of NSW's OOHC to look at the reasons for the rapid growth in NSW's OOHC population and the huge budget increases – it's Labor who is focussed on cost cutting measures – not the NSW Liberals & Nationals.

Shame because the costs could be cut and redirected by removing the excessive funding the NGO’s receive for doing the exact same job the government can do.

-"The fact is of the over 16,000 kids in OOHC last year only 48 were adopted. Thousands of other kids spend their childhood bouncing between multiple foster carers and back and forth to their family who have received little to no support to provide an improved environment for their child – the NSW Liberals & Nationals are committed to providing this intensive support.

Should we stare at the word “adopted” for awhile because you can foster a child for 18 years if you want, it just is not called adoption and called Long Term Care instead. If you want to continue to get paid a foster carers allowance you have to have the child in foster care for two years first. Slows down the adoption stats but it is what it is.

-"Early intervention into the lives of vulnerable children is essential if we are to prevent a lifetime of poor life outcomes and break the cycle of intergenerational disadvantage.

Yep. Linda said the same thing.

-As part of our reform process, a NSW Liberals & Nationals Government will:
• Commit to stopping the growth in the number of children placed in out-of-home care (OOHC) by 2015 and reduce the rate of removal from over 9 children per thousand children to no more than the current national average by 2019.

Stop it – like have a quota and when the number is reached you refuse to go pick an abused child up?

• In line with the Wood Inquiry recommendations and NSW Labor's response, commit to continuing the handover process of out-of-home care to non-government organisations.

We got that – you wish to continue to make NGO’s rich and the children miserable. Yay go Church.

• Put greater emphasis on increased early intervention mechanisms such as intensive family support and family preservation services to help prevent children most at risk from entering foster care.

Uh huh.

• Support the NSW Ombudsman's role in independently reviewing child deaths in NSW by transferring responsibility for coordinating the Child Death Review Team from the Commission for Children and Young People to the Ombudsman's office.

Yep yep.

-"The current system for OOHC is simply not working," Ms Goward said.

No shit.

-"In too many cases, the government treats the symptoms of child abuse, without significantly addressing the root causes," she said.

Well duh but you aren’t called in previous to abuse are you? Now you are going to go bother people without allegations being made about them?

-"I want to identify high risk families earlier and ensure that all our children have choices and dreams.

Who is going to be in charge of identifying these families who have not abused their children but someone feels may at some point in the future?

-"The NSW Liberals & Nationals are committed to the use of mandated parental responsibility care plans or parental responsibility contracts which outline parents' necessary actions, goals and outcomes required of them to maintain primary care of their child(ren).

Will parents all over NSW sign these soon after a child is born in the state?

-"Care plans will be developed in consultation with the parents or primary care givers of children at risk of entering foster care. They will also oblige government agencies to provide appropriate support.

Yes entering foster care should be described as a “risk”. “oblige government agencies to provide appropriate support” – can someone translate that for me?

-"By working with families earlier we hope to reduce the number of children entering foster care," Ms Goward said.

No one is safe.

-What others are saying about the NSW Liberals & Nationals plan to strengthen out out-of-home care system
-The Coalition for Children in Care applauded the announcement.

They would wouldn’t they – they’re making the big bucks off the foster children.

-"Transfer of out of home care to the non-government sector is long overdue and the Coalition for Children in Care (CCC) applauds the Liberals & Nationals commitment to start the handover process immediately," said CEO of the Benevolent Society Mr Richard Spencer.

Hahaha... greedy bloody sods.

-"This will enable Community Services to focus on its core business of identifying and protecting children at risk of significant harm and improve the outcomes for children in care," Mr Spencer said.

They cannot improve the outcomes for children in care with you NGO’s in the way doing what you want to the children. You’ve failed, your systems have failed the foster children and your foster parent recruitment methods and the retaining of foster parents are disgusting. You keep children in care, restrict visits and profit from children being drugged while reducing as much contact with family as you can.

We cannot let Community Services to become merely the cheque writers for private industry.

-Unitingcare Burnside CEO, Ms Jane Woodruff also welcomed the announcement.

What a shocker.

-"Working constructively with families to plan for their children's needs and making sure that the support required is actually provided through the development of parental responsibility and care plans and increased intensive family support services means there will now be a real opportunity for families to get help and reduce the number of children entering care", Ms Woodruff said.

If you cared about children you would see you have failed our children for generations, nice offices though, good company cars, awesome salaries, well done. Your subcontractors are certainly making a mint. Shame about the kids but luckily with more effort on this renewed focus with early intervention there’ll be no end to the opportunities to identify more children to bring within your grasps.

There’s nothing like a never ending supply of potential revenue (aka our babies) with Pru there ready to fill your arms and pockets eh.
