I work as a psychologist in private practice and had the displeasure of engaging contractually with DOCS over a number years.

In that time I witnessed some of the most unethical and ill informed decision making of my entire career, inclusive of personal vendettas acted out against “difficult” parents. A few years back I refused to take on any more of their clients due to my reports being taken out of context via being cut and paste into departmental documents produced by case workers looking to make square pegs fit into round holes so as to justify their pitiful ass covering decisions and tactics.

Both common sense and an overwhelming mass of evidence says: Of course not.

But, apparently, Wendy Rickman wants us to believe it. That’s frightening, because Rickman is a high-ranking official in a state child welfare agency. She runs the division of adult, children and family services for the Iowa Department of Human Services (DHS).

Children are dying at alarming rates in fostercare, and nobody is bothering to investigate

CHILDREN IN THE for-profit foster care system are dying at alarming rates, but the deaths are not being investigated, and autopsies are not even being attached to the now-closed case files, a two-year investigation has found.

The investigation, conducted and released in rare bipartisan fashion by the Senate Finance Committee, looked closely at one of the largest private providers of foster care services, the MENTOR Network.

Vulnerable children choose prison over residential care: guardian

Children in state care are voluntarily choosing to stay in prison because they feel fearful and unsafe at residential care facilities, South Australia’s guardian for children has revealed.

In her annual report tabled in parliament yesterday afternoon, Guardian for Children and Young People Penny Wright said young people who are detained at the Adelaide Youth Training Centre and are also under guardianship orders had elected to remain in detention once they reached the end of their sentence because they felt “fearful and unsafe” at residential or commercial care facilities.

'Vulnerable children being sold to paedophiles and desperate couples

Pretoria - The Department of Social Development said it would look into the claims that social workers were selling children to paedophiles and desperate couples who could not have children.

Only after getting full information on the matter would the department provide a clearer picture.

The allegations were made by Errol Goetsch of the Justice and Reconciliation Centre.

According to him, social workers targeted vulnerable families that were usually uneducated, poor or had more children than they could afford.

Goetsch said the demand for children to be abducted and sold in South Africa was extremely high.

He said adoption clients posed as foster parents and paid social workers a lot of money to get a child that would be used for their own personal gains.

“The problem is social workers know all the loopholes and the system so well and the Child Court works hand-in-hand with child protection organisation with the same social workers that lie to them to get what they want,” he said.

According to Goetsch, social workers had the right to remove children from their homes without the consent of the parents.

 

Even when one party was unsuitable to be a parent, the child still gets stripped away from their homes.

“Often these children are too young to speak for themselves and even if they are old enough, when they get to court they are left outside the building and the social worker speaks on their behalf.”

He said when they took a closer look at the profile of social workers, it usually was Afrikaner men with an affiliation to a Christian organisations or background.

 

He said courts usually trusted someone with a Christian background and normally did not suspect illegal behaviour from them.

He said the very same social worker who removed the child was appointed to investigate the case in question.

Goetsch said one of the huge cases that he worked on in Bloemfontein was about a brothel owner who bought teenagers from a social worker and used them as sex slaves.

He said he presented the case at the Children’s Court in July, and he had still not gotten a reply.

“This was one of the huge cases I have ever worked on. It had all of the elements and everything was explained in detail on how the children got removed and sold.

“One child said they had been raped several times, and now nothing is being done about this,” he said.

A woman, who wished to remain anonymous, said it had been three years since her daughter was taken away from her.

She said her child was taken by a private social worker who was appointed by the father. The father's parents owned a foster home.

“When I saw the story about child abductions in the newspaper I saw how similar it was to mine and I just got scared and thought maybe this was not happening to me alone.”

She said she had gone to the Department of Social Development and lodged a complaint, but had not received a reply.

“No lawyer has been able to help me because the social worker lied about me in court and said I was a bad mother and I do not have anymore money to pay for different lawyers,” she said.

Four options available to anyone unfortunate enough to be Tagged by the Department of Child Abduction

Option 1: If you can get access to alot of dollars, get a decent QC. The earlier in the game, the better. But, even then, it depends on what has already been said and done by the child slavers, as this tends to create a problem, even for a seasoned lawyer. The child slavers have a beaut knack for dragging things on, if they really desire your child, to break the emotional connection between parent and child, to control the child, and indirectly, you... and this to you, means lengthy heartache and alot more money. So, to keep it short, with a QC, you'd be looking at anywhere from $50,000 to $1,000,000 to wasted money and still no children home.. until they’re 18 and totally stuffed physically and psychologically. 

Option 2: Make arrangements with friends, or "find" new friends that will assist you to "get" your children back and support you all with board/lodging and effectively hide yas until you can sort it out on the slavers battlefield (court). At least, that way, you maintain your family connection (bond) and if you get kids back early enough, the slavers would not have had enough time to screw with them (in multiple ways).

California auditor: 1,000 state-licensed facilities match sex offenders' addresses

Los Angeles (CNN) -- The California state auditor has found that more than 1,000 state-licensed facilities -- including more than 600 for kids -- matched addresses in the sex-offender registry, saying oversight mechanisms lag behind state requirements.

The state Department of Social Services "cites the lack of resources as the primary reason why it has not implemented an automated sex offender address match and why its oversight mechanisms are falling short of requirements," said the state auditor's report, released Thursday.

Specifically, the report said that 677 foster and group homes and other state-licensed facilities for children matched sex offenders' addresses, as well as 385 state-licensed facilities for vulnerable adults.

It has been well-documented and frequently reported here at Health Impact News that the United States Foster Care system is the nation’s #1 pipeline for child sex trafficking.

Attorney Michael Dolce from the law-firm Cohen Milstein, who speaks from experience from representing children abused in foster care, wrote an opinion piece published by Newsweek in 2018 stating that the nation’s foster care system is set up to sexually traffic children.

Dolce said:

Here’s the ugly truth: most Americans who are victims of sex trafficking come from our nation’s own foster care system. It’s a deeply broken system that leaves thousands vulnerable to pimps as children and grooms them for the illegal sex trade as young adults.

We have failed our children by not fixing the systemic failures that have allowed this to happen for decades.

A recent State Department report on Human Trafficking confirmed that the United States is the top destination in the world for sex trafficking, and Geoff Rogers, co-founder of the United States Institute Against Human Trafficking, stated:

We have a major issue here in the United States. The United States is the No. 1 consumer of sex worldwide. So we are driving the demand as a society.

We’re also driving the demand with our own people, with our own kids. So there are tremendous numbers of kids, a multitude of kids that are being sold as sex slaves today in America. These are American kids, American-born, 50 percent to 60 percent of them coming out of the foster care industry.

Here are some recent local news reports of arrests of licensed foster parents accused of sexually abusing children in the past 30 days, which is probably only a fraction of the actual number of foster parents sexually trafficking children, and shows that this problem is only getting worse, not better.

Man pleads guilty to charges of aggravated abuse, rape and sexual torture of foster and adopted children

LAUDERDALE COUNTY, Ala. – A man facing dozens of child sex abuse charges has pleaded guilty. Daniel Wayne Spurgeon entered a guilty plea to 11 counts of aggravated child abuse, two counts first-degree rape of a child under 12, and one count of sexual torture Monday afternoon.

Spurgeon will be sentenced August 12 at 9 a.m. We understand the agreement states that Spurgeon will serve 20 years, the max sentence, for the child abuse charges and 25 years on the other counts. It says this sentence can’t get cut short.

Daniel Wayne Spurgeon was transported from Florida back to the Shoals to face dozens of criminal charges which included rape, sodomy, and willful abuse of a child, for abusing foster and adopted children in Florence.

Daniel and his wife, Jenise Spurgeon, were approved foster parents, living in Florence until August of 2015. (Full Story.)

Foster Parent, His Son Accused Of Molesting Multiple Foster Kids

ANTIOCH, CA — The Contra Costa County District Attorney’s Office has charged a former Antioch foster parent with 63 felonies in connection with allegations that he sexually abused foster children in his care. Charges have also been filed against the Antioch man’s son in the alleged molestation of foster kids, according to the DA’s Office.

The foster father was identified by the DA’s Office as Simon Chavez, 64, and his son was identified by authorities as Simon Magana Chavez, 31, a resident of Atwater in Merced County, California.

Antioch police began investigating the father-son duo on June 13. The “extensive sexual abuse
case,” police said, “involved several minors that were victimized by a father and son who provided foster care for the children from 2011 through 2017.”

Both men have been charged “for the sexual abuse of multiple children and unlawfully having sex with a minor,” according to Scott Alonso, spokesman for the DA’s Office. (Full Story.)

Texas couple filmed sex abuse of babies as young as 8 months old: Prosecutors

DALLAS, Texas — A Texas couple were sentenced Wednesday to 60 years each in prison for filming themselves sexually abusing kids, a case that prosecutors say involved more than two dozen young victims including babies.

A federal judge in Waco gave Christopher Almaguer and his wife Sarah Rashelle Almaguer the maximum prison sentences. They had pleaded guilty in October to one count each of sexual exploitation of children and production of child pornography.

Paul Perez Jr., Christopher Almaguer’s 25-year-old brother, also was sentenced to 20 years in prison after pleading guilty to two counts of receiving child porn.

The Almaguers filmed themselves sexually assaulting at least 25 children – ranging in age from 8 months to 14 years old – including members of their own family, children they baby-sat for and kids from their Central Texas church, federal prosecutors said. Court records say the 27-year-olds were the legal guardians of at least one of the children. (Full Story.)

Foster grandparent pleads guilty to child sex abuse

A Franklin County foster grandparent is in prison for sexually abusing five children.

James Horton pleaded guilty Thursday to one count of child sex abuse. Investigators say Horton abused five kindergarten children in the foster grandparent program. As part of the plea deal, Horton was sentenced to seven years in prison. (Source.)

Grant man charged with rape, sodomy and sex with foster child

A Grant man was arrested for rape, sodomy and sex with his foster child.

Marshall County Sheriff’s Office (MCSO) Assistant Chief Deputy Steve Guthrie said a joint investigation with the MCSO, the Alabama Department of Human Resources (DHR) and the Marshall County Child Advocacy Center (CAC) has led to the arrest of Larry Austin Reed, 36.

According to Guthrie, Reed was charged with second-degree rape, second-degree sodomy and sex with a foster child. (Full Story.)

Chelsea man accused of raping 2 foster children who were in his care

CHELSEA, MASS. (WHDH) – A Chelsea man accused of raping two foster children who were in his care was arrested last week and ordered held on $50,000 bail.

Michael Diaz, 33, was arraigned Monday in Chelsea District Court on nine counts of indecent assault and battery on a child under 14, six counts of aggravated rape of a child under 16, and a single count of distributing matter harmful to a minor, according to the Suffolk County District Attorney’s Office.

Prosecutors say Diaz was a Department of Children and Families approved foster parent to the two victims when the sexual abuse occurred. (Full Story.)
